Wuhan/Hubei is special as it is the only location so far where the epidemic has already reached the "overwhelming of public health system phase" (following about 4 weeks of unfortunately unmitigated community transmission). People with any other than life threatening symptoms cannot be treated (and not tested) any more. So we see a biased sample towards the most sever cases in Wuhan. 

Other places in china have a head start of about 2 weeks (and about 3-6 weeks in other countries). The other Chinese cities did well in utilizing the head start for preparedness, case testing and isolation.  This something we should learn from them now.
